On March 28, 2025, with the strong support and full witness of the Hunan China Africa Economic and Trade Cooperation Promotion Research Association, ZMEV LIMITED and DOW ELEF AUTO EV LIMITED signed an exclusive strategic cooperation agreement at the China Africa Economic and Trade Innovation Demonstration Park. Leaders such as Peng Zheng, Executive Chairman and Secretary General of the Hunan China Africa Economic and Trade Cooperation Promotion Research Association, and Liu Wen, Executive Secretary General, visited the scene to witness this historic moment together. The two sides announced that they will build a green travel system driven by "service network smart infrastructure" for the markets of Tanzania, Zambia, Burundi and Mozambique, and help the regional transport sector achieve low-carbon transformation.

According to the memorandum of cooperation, both parties will establish a  industrial cooperation system:

Product supply: The first batch of two cost-effective vehicle models will be introduced, and no less than 2000 new energy vehicles will be deployed to the Tanzanian ride hailing market within three years. Subsequently, regional fleet electrification will be accelerated through financial support programs;

Infrastructure Upgrade: Collaborate with partners in the energy sector to establish fast charging networks in core cities and transportation arteries in Tanzania, prioritizing the needs of ride hailing and public transportation operations;

Technical Empowerment: ZMEV will provide full process technical guidance and spare parts support, and simultaneously launch a localized after-sales talent training program. In the future, we plan to cooperate to establish a new energy vehicle KD assembly factory;

Market cultivation: Establishing an exclusive strategic partnership, ZMEV and DOW ELEF are each other's only regional partners, jointly exploring the personal consumption and ride hailing markets, and deepening the concept of green travel through brand joint operations.

This cooperation innovates the green technology sharing model between China and Africa. Both sides plan to radiate to four East African countries with Tanzania as the pivot, creatively proposing a "service+infrastructure" dual wheel drive solution, which has significant strategic significance. Looking towards the future, both parties will take this strategic signing as a starting point to accelerate the deep penetration of new energy vehicle technology, products, and services in the East African market. By building a green transportation system driven by the dual engines of "service network and smart infrastructure", it not only injects core momentum into the low-carbon transformation of African transportation, but also opens up new dimensions for the international development of China's new energy vehicle industry, jointly writing a new chapter in China Africa green technology cooperation.
