2025-12-16 Working Guidelines on Applying for Export Licenses for Second-hand and Modified Vehicles (Enterprise Version)

(1) Additional Information Requirements. Enterprises shall truthfully and accurately fill in the export vehicle information.
The vehicle brand, model, initial registration date, and transfer-to-export registration date must be consistent with the Motor Vehicle Registration Certificate. For second-hand vehicles where the export license application date is within 180 days (inclusive) of the vehicle’s initial registration date, an After-sales Maintenance Service Confirmation Letter(here in after referred to as the “Confirmation Letter”) must be submitted.
(2) After-sales Maintenance Service Confirmation Letter.
The Confirmation Letter shall be issued by the vehicle manufacturer, which must be a motor vehicle manufacturer listed in the MIIT Announcement of Road Motor Vehicle Manufacturers(with exact name match). Sales subsidiaries, overseas sales departments, authorized overseas dealers, or modified vehicle manufacturers under the manufacturer are not permitted to issue the Confirmation Letter on behalf of the company. Modified vehicle manufacturers may not issue the Confirmation Letter.
The Confirmation Letter shall include the destination country(ies), VIN(s), and corresponding overseas after-sales service center information (address, provider, etc.) for all exported vehicles, and bear the official seal of the manufacturer. If a single export license covers vehicles from different manufacturers, each manufacturer shall issue a separate Confirmation Letter.
(3) Time Limit Requirements.
Vehicles that have completed the transfer registration for pending export procedures before January 1, 2026, may still apply for an export license after January 1, 2026, without submitting the Confirmation Letter. Vehicles for which export contracts were signed before January 1, 2026, but for which transfer registration for pending export procedures have not been completed, shall submit the Confirmation Letter.

(1) Scope of Application.
The provision in the Notice on Further Strengthening the Management of Second-hand Vehicle Exports(MOFCOM Letter [2025] No. 648, hereinafter referred to as the “Notice”), Section II, Paragraph (4): “Strict Conditions for Applying for Export Licenses under the Designation of Modified Vehicles,” pertains to new vehicle export management and shall be handled in accordance with the regulations for new vehicle export licensing.
(2) Additional Information Requirements.
Enterprises shall correctly select whether the applicant is a “modified vehicle manufacturer exporting directly” or an “enterprise authorized by a modified vehicle manufacturer,” and truthfully and accurately fill in the chassis (or pre-modification complete vehicle) brand, modified vehicle brand, vehicle model, and other export vehicle information. The vehicle model shall be filled in according to the product model and naming rules specified in the product parameter pages of the MIIT Announcement of Road Motor Vehicle Manufacturers and Products(examples provided below), clearly reflecting the specialized function of the modified vehicle, such as “Model X Truck-Mounted Concrete Pump” or “Model Y Crane-Equipped Transport Vehicle.”
(3) Supporting Document Requirements for Licenses. The following six documents must be submitted:
Modification Description. This refers to descriptions of the product state before and after modification, highlighting the modified parts. Required materials include a detailed explanation of the modification content and related photos; comparative photos of the vehicle from front, front-left, side, and rear views before and after modification. One modification description per vehicle model.
Nameplate Comparison Photos Before and After Modification. This refers to images of the chassis and post-modification complete vehicle nameplates, clearly showing all content on the nameplates. Required materials include the post-modification complete vehicle (or chassis) product nameplate and the pre-modification complete vehicle (or chassis) product nameplate. Nameplate comparison photos must be uploaded for each vehicle (may be combined into one file).
Relevant Procurement Agreements. This refers to procurement agreements or contracts (including invoices) signed by the modified vehicle manufacturer when purchasing the chassis (or pre-modification complete vehicle) and specialized equipment for export vehicles. Required materials include procurement agreements and invoices for the chassis (or pre-modification complete vehicle) and specialized equipment. The procurement quantities of the chassis (or pre-modification complete vehicle) and specialized equipment must match the declared export quantity. Corresponding procurement agreements must be uploaded for each vehicle model.
Product Announcement Parameter Page. This refers to the product parameter page from the MIIT Announcement of Road Motor Vehicle Manufacturers and Productsobtained by the enterprise (must match the type of product being exported). “Product Type” refers to the “Vehicle Name” in the MIIT Announcement. For example, if exporting a “Battery Electric Van,” the announcement page for “Battery Electric Van” must be uploaded. Corresponding product parameter pages must be uploaded for each vehicle model.
China Compulsory Certification (CCC) Certificate. This refers to the CCC certificate for the same or identical product type (same vehicle name). Corresponding CCC certificates must be uploaded for each vehicle model.
Proof of Compliance with Destination Country Access Requirements. Required materials include certification certificates and test reports demonstrating that the modified vehicle complies with the destination country’s access requirements. If the destination country has no access requirements, a written statement bearing the enterprise’s official seal must be submitted, along with a valid CCC certificate and test report for the exported product. Corresponding proof of compliance with destination country access requirements must be uploaded for each vehicle model.
(4) Time Limit Requirements.
When applying for 2026 export licenses, the relevant documents shall be submitted in accordance with the requirements of the Notice.

(1) Licensing System. The revised license application system, adjusted in accordance with the Notice, will go live on December 15, 2025. The legacy system will be suspended from 17:00 on December 12 to 24:00 on December 14, 2025.
(2) Application Requirements. Specific requirements and notes regarding early license applications will be separately notified by the MOFCOM License Bureau. From December 15 to December 31, 2025, when modified vehicle exporters apply for 2025 annual licenses, the supporting documents listed in the license annex may be omitted; the “Brand” field shall be selected as “Other Brand,” and the approved modified vehicle brand shall be manually entered. Enterprises applying for 2026 annual licenses shall submit the supporting documents as required.
